Kasich wants to move State of the State address to Lima

Gov. John Kasich intends to move his annual State of the State address for the second time in as many years – this time northwest from Columbus to Lima.

In letters being delivered to all 99 members of the Ohio House and 33 Ohio senators, Kasich asked for “support” to deliver the address in the evening on Feb. 19 in Lima, instead of the Ohio House chamber at the Statehouse. When Kasich moved the speech last year to Wells Academy in Steubenville, Ohio, it was believed to be the first State of the State ever given outside the state capital.

Kasich wants to hold State of the State in Lima

COLUMBUS —

Gov. John Kasich wants to hold the annual State of the State address outside of Ohio’s capital for the second year in a row, this time in Lima.

Kasich sent letters to lawmakers on Friday asking they choose to hold the address in Lima next month, according to a news release from Kasich’s office. The State of the State address is delivered to a joint session of the General Assembly, so lawmakers must approve a joint resolution to convene a special session for the address.

If approved, Kasich would deliver the speech at 6:30 p.m. Feb. 19 at Lima’s Veterans Memorial Civic and Convention Center about 70 miles north of Dayton.

 The amiable and capable Rep. Ronald Gerberry, a suburban Youngstown Democrat, doesn't want Kasich to again give his State of the State address outside Columbus. This year's is planned for Lima, on Feb. 19; last year's was in Steubenville. In a letter to House Speaker William Batchelder, a Medina Republican, Gerberry said moving the speech "destroys a historical tradition . . . and needs to be stopped before another tradition is lost."

First off, all that the state constitution requires is that a governor "shall communicate at every session, by message, to the General Assembly, the condition of the state, and recommend such measures as he shall deem expedient." That is, Kasich could send the General Assembly a letter, an email or -- for that matter -- microfilm flown in by a carrier pigeon. The "tradition" of an in-person State of the State by governors isn't that ancient. It began in 1913 or 1914, when Gov. James M. Cox, imitating President Woodrow Wilson (who gave the first in-person State of the Union address), gave Ohio's first in-person "state of the state."

Gov. John Kasich will give his State of the State address in Lima on Feb. 19, his office just announced. That comes after he broke tradition and held last year’s in Steubenville. Traditionally, they had been held at the statehouse.

A Youngstown-area lawmaker has raised objections Kasich’s plans to deliver his State of the State speech outside Columbus again this year, the Associated Press reported.

In a letter to House Speaker William Batchelder, state Rep. Ronald Gerberry, an Austintown Democrat, asked Batchelder to reject any request by Kasich to change the speech’s venue. He also asked Batchelder to encourage new Senate President Keith Faber to do the same.

Governor plans to again hit the road for annual address with visit to Allen County

COLUMBUS — Gov. John Kasich will move at least two branches of Ohio government to downtown Lima for one day next month as he takes his annual State of the State address on the road for the second time of his administration.

Last year, the Republican governor became the first not to deliver his assessment of the state’s situation to lawmakers at the Statehouse. He instead took his address, the Senate, and the House to a high-performing school in the struggling former steel city of Steubenville on the Ohio River about 150 miles to the east.

Now he’ll head nearly 100 miles to Allen County. The region is Republican-friendly territory, represented by the new president of the Ohio Senate, Keith Faber, and the No. 2 Republican in the House, Rep. Matt Huffman.

Gov. John Kasich will offer his State of the State address to lawmakers in Lima next month.

The speech is set for 6:30 p.m. Feb. 19 at the city’s Veterans Memorial Civic & Convention Center. The timing also is a change — most State of the States in recent history have been at midday.

The governor submitted a letter to Senate President Keith Faber, a Republican from Celina whose district includes the western Ohio city, and Republican House Speaker Bill Batchelder, formally seeking permission to take the talk on the road.

Both chambers must approve the request to make it official.


 

 

House Committee Assignments Delayed until Next Week

The release of committee assignments for House members, widely expected to be announced by the end of this week, won’t be available until early next week, House Speaker William Batchelder’s (R-Medina) office said Friday.

Mike Dittoe, a spokesman for Batchelder, said that the speaker is continuing to put the finishing touches on the organization of the committees, delaying it for a few more days.

Kasich Turns to Lima for 'State of State'

Gov. John Kasich officially revealed his plans for the "State of the State" address Friday, targeting Lima as the location for the annual speech and asking for the General Assembly to approve of moving it out of the House chambers for the second year in a row.

Kasich sent letters to members of the General Assembly on Friday asking for a resolution that will allow him to deliver the speech at the Veteran’s Memorial Civic & Convention Center of Lima on Tuesday, Feb. 19, 2013. The speech will also break tradition in another way, with Kasich planning to deliver it at 6:30 p.m. instead of the usual noon time.

“I understand that many of you regard the governor’s 'State of the State' address as a tradition typically held in the chambers of the Ohio House of Representatives. As a former member of the General Assembly I share your respect for this tradition, and also believe that we, as the state’s leaders, have a responsibility to make the work of government more accessible to Ohioans. Taking the 'State of the State' address out of Columbus and bringing all 132 members of the General Assembly, the governor and lieutenant governor and members of the cabinet to communities across Ohio helps achieve this, and also showcases the diversity of our great state with little or no extra expense,” Kasich wrote.

Speaker of the House William Batchelder (R-Medina) announced the House committee structure and the chairs and vice chairs on Friday.
Rep. Ron Amstutz (R-Wooster) and Rep. Jeff McClain (R-Upper Sandusky) return as finance chairman and vice chairman, respectively. In addition, a shakeup in the committee structure sees the merger of the state and local government committees; the merger of judiciary and criminal justice committees; and the creation of a Policy and Legislative Oversight Committee and a Manufacturing and Workforce Development Committee.


Rep. Ron Gerberry (D-Canfield) asked House Speaker William Batchelder (R-Medina) to deny Gov. John Kasich's expected request to take his "State of the State" address on the road again this year. Kasich made the speech in Steubenville last year and had to get express approval of the General Assembly to do so. The House voted narrowly to approve that move, with bipartisan opposition.

Kasich Designates Lima As Next State Of The State Venue; Republican Legislature Expected To Endorse

Gov. John Kasich on Friday announced his intention to hold the State of the State address in Lima Feb. 19, pending the expected approval of the GOP-dominated General Assembly. The speech is planned for prime time - at 6:30 or 7 p.m.

The location of the governor's third State of the State was selected because of Allen County's strong economic improvement, such as the increase of 2,000 jobs in the Lima areas since January 2011, according to the governor's office.

The county has also seen its unemployment rate decline in the last year from 10.8% to 6.7%, "reflecting Ohio's strong economic resurgence and the importance of an improved environment for job creation via low taxes, streamlined regulations and a structurally balanced budget," Mr. Kasich's office stated in a news release.

House Speaker Bill Batchelder (R-Medina) tweaked the subcommittee structure of Finance somewhat this cycle, renaming the Agriculture & Natural Resources Subcommittee the Agriculture & Development Subcommittee.

Senate President Keith Faber (R-Celina) shook things up much further by announcing that unlike in recent years when the Senate Finance Committee reviewed the budget as a whole he would create three subcommittees that include members who don't serve on the main panel. The new subcommittees will separately review policy for health and human services, education and general government.
