Gov. John Kasich's new state budget on the horizon; 'sweeping' tax reform planned

COLUMBUS, Ohio - The more than $100 billion mix of policy and politics known as the state budget rolls out Feb. 4 as the major spending statement of John Kasich's final two years of his first term as Ohio's chief executive.
With buzz beginning about what insiders are dubbing "the re-election budget," Kasich's blueprint for state spending is likely to be kinder and gentler than the lean-and-mean plan he drew up in 2011.
Two years ago, with a multibillion-dollar hole to fill and Ohio's economy still reeling, the Republican governor broke out the chainsaw, carving away billions in state spending from local governments and schools.

When the 130th Ohio General Assembly opened last week, new Senate President Keith Faber -- a Republican from Celina in western Ohio -- said the economy would be his chamber's No. 1 concern.
No surprise there. Although the recovery here continues to outpace the nation's, nearly 400,000 Ohioans are still without work. Any politician worth his or her salt -- any person with an ounce of humanity, really -- understands the need to help them.
How the state extends that help remains highly contentious between Republicans and Democrats -- and will only grow more heated as both sides hone in on November 2014, when every statewide executive office will be up for grabs.


House committee leaders released

No Franklin County Republican will chair a committee this session, according to the list released today by House Speaker William G. Batchelder.
Though there has been some restructuring, Batchelder has formed 17 standing committees for this session, the same number as last session.
“The restructured committees will focus our efforts on the legislative priorities of the House over the next two years,” said Batchelder, R-Medina. “Issues such as economic development and the budget will continue to be a major part of our work here in the House, but we will also be tackling many other important issues as well.”

COLUMBUS — Apparently not worried about the lawsuit against state Rep. Peter Beck that sparked an ethics inquiry, House Speaker William G. Batchelder appointed the three-term lawmaker as chairman of the chamber’s Ways and Means Committee for the next two years.
Batchelder, R-Medina, announced his selection of leaders for the House committees today. The Ways and Means Committee primarily deals with tax issues.
Beck, R- Mason, is one of two from Southwest Ohio to be selected as committee chairmen. State Rep. Peter Stautberg, R-Anderson Township, will lead the high profile Public Utilities Committee. He also is in his third term.



Speaker Announces House Committees, Chairs, Vice Chairs

House Speaker William Batchelder (R-Medina) announced committee leadership for the 130th General Assembly late Friday, including the return of Rep. Ron Amstutz (R-Wooster) as chairman and Rep. Jeff McClain (R-Upper Sandusky) as vice chairman of the House Finance and Appropriations Committee, as well as a shakeup in the committee structure that saw the merger of state and local government committees and of the judiciary and criminal justice committees; and the creation of a Policy and Legislative Oversight Committee and a Manufacturing and Workforce Development Committee.

The complete list of committee members will be announced next week.

GENERAL ASSEMBLY/STATEHOUSE

Both houses held the opening sessions of the 130th General Assembly on Monday with the swearing in of the members and the official election of caucus leaders. Sen. Keith Faber (R-Celina) officially assumed the Senate presidency while Rep. William Batchelder (R-Medina) was re-elected Speaker of the House for what will be his final term. Rep. Armond Budish (D-Beachwood) and Sen. Eric Kearney (D-Cincinnati) were elected the leaders of their respective minority caucuses.

Vincent Keeran continues as Senate clerk while the House officially selected Brad Young as the new clerk. Former Ohio State Highway Patrol Col. Richard Collins was selected House sergeant-at-arms.

Speaker William Batchelder (R-Medina) announced that certain committee hearings, starting with the finance committee hearings, will be broadcast over the Internet and on public access channels. He also said more documents, including amendments, would be made available to the public online.



Amstutz Retains Finance Chair; Batchelder Restructures Committee Topics

House Speaker Bill Batchelder formally announced Friday that he will keep Rep. Ron Amstutz (R-Wooster) in charge of the budget-writing House Finance & Appropriations Committee.
Mr. Amstutz was among the lawmakers selected to chair the chamber's 17 standing committees in the House this session.
The committee lineup includes new panels - Manufacturing & Workforce Development and Policy and Legislative Oversight - and consolidates the previous session's multiple committees overseeing legal and judiciary issues.
