Kasich looks toward his 're-election budget': Thomas Suddes

Though presidential pageantry dominates the playhouse of Ohio politics this fall, worker bees in the Statehouse hive toil on, with priority No. 1 being work on Ohio's next two-year budget.
And a pertinent factor in budget-development is this: Polls -- those infernal devices that Mitt Romney's pals say are rigged -- indicate a rebound in Republican Gov. John Kasich's popularity. For the governor, that's a positive not just in retail politicking, but also in the budget arena. That's because Kasich will need all the help he can get in managing the General Assembly's GOP knuckle-draggers in 2013, during debate on Ohio spending and tax questions.
True, Kasich's certain call for tax cuts will draw hosannas from the right. It may even cheer what passes for "the left" in Columbus, if it closes loopholes that benefit privileged Ohioans.



Avengers Film Franchise Returns to Ohio

The reimagined Ohio Development Services Agency (ODSA) unveiled its new look Friday with another big title: Captain America: The Winter Soldier. That’s the name of a new Disney Marvel Studios production to be shot in northeast and southern Ohio with help from its Motion Picture Tax Credit.

DSA’s Film Office is awarding Disney studios $9.5 million to shoot major portions of the superhero flick in the Buckeye State.

“First the Avengers, now Captain America -- Hollywood is seeing the benefits of filming in Ohio,” Director of Development Services Christiane Schmenk said in a statement. “This is another example of the positive impact that the Ohio Motion Picture Tax Credit is having on our film industry and our state’s job-creation picture overall.”

The Greater Cleveland Film Commission, which helped lure production of the 2011 film Marvel’s The Avengers to Cleveland, was also involved in negotiating for the Captain America sequel. Cleveland brothers Anthony and Joe Russo will direct the film.

Ohio House Speaker Bill Batchelder (R-Medina) issued a statement in response to the news. “I was extremely pleased to learn that, yet again, another motion picture is going to be filmed in Ohio. The Ohio Motion Picture Tax Credit continues to be a driving force in bringing more of the film-production industry to Ohio, and I’m proud that the Ohio House passed legislation earlier this year to reauthorize and increase the funding for the credit....”
